Of course not, but is it reasonable to expect the policemen are able to determine the extent of his medical condition? He could have just had asthma for all they knew. How would the policemen know? He just mentions he has one, but he does not specify what it exactly is. Honestly, if he cooperated more, this incident wouldn't have been so blown out. Come on, he was screaming that he wasn't fighting when in fact he was. He said he would leave, when in fact, he resisted when given the chance.

Really? Well how about when the diphsit was trying to incite a riot from the students? He was resisting arrest, trying to incite a riot for the Patriot Act, not cooperating with the policemen's request to leave, and clearly felt more justified to lie on the floor screaming typical popular teen rebellion against the authority. He was asking to be abused.

In Britain we dont have as much abuse of power as you guy's in the US have to put up with but unfortunatly its getting that way. People worry about the price of food, the price of petrol at the pumps Etc but I think we ALL should be a lot more worried more about George Orwell's '1984' coming true.
