pure water does not conduct electricity at all,and it prob work much better as it can disperse heat much faster,but good luck getting like 10L of that :)

The best part is, if it gets really hot then you can make doughnuts! or fries, but doughnuts are better.

Yes the parts are completely submerged in the oil, the reason mineral oil is used instead of water is that the oil is only heat inductive, not electrical. So the parts won't short out or anything but the head still moves.
