Yes, they can. With the exception of magazine capacity and barrel length, there is nothing significant that is different between that gun and a semi-auto hunting shotgun.

The FN is legal for US civilians to purchase. Look for CDNN in a search engine, they have them in stock. I have the 22 inch, 9 shot version and I love mine..

US civilians can own these.. I have the longer 22 inch barrel version with 9 round total capacity. CDNN has them right now (do a Google search and call CDNN) My FN is 100% reliable and I love it
