The Military commissioned the ArpaNet. At the time HTML and YOUR Internet was not invented rather the Internet of today's backbone. Eventually Tim Burners Lee at CERN wrote the first lines of HTML and eventually used it to write web pages which were strung together, first for commercial use, and later for personal.
