It's not a dumb question. "In Brirmingham, etc" refers to governor George Wallace, a staunch supporter of segregation in the south. According to singer Ronnie van Zant the line is meant to criticise Wallace and the people who supported him. The line "does your conscience bother you" refers to the line before that which says: "Watergate does not bother me". It could be taken to mean that the North after Watergate wasn't exactly in a position to criticise the South.
