I think the game you're thinking of is Roller Coaster Tycoon 2.You could make a ride play this song by going to the music tab in the ride's control panel, then selecting "Ragtime".I first heard this song on that game as well, but I just thought it was a song that the creators wrote. Just today I felt like listening to ragtime, so I tried to do a google on it. I screwed up and searched "Search ragtime" though, and that song popped up. It was crazy.

Change "is" to "it". I have that game and one of the songs you can have a ride play is Searchlight Rag.
