Biden was reading the names from a paper printout of officials and dignitaries attending the event, a State Senator. How would Biden have known that the guy was wheelchair bound? Every derogatory comment about this as a "BIDEN GAFFE" is laughable because anyone of us could have been in Biden's shoes reading from a list which I doubt would have contained an added line of Text saying on "by the way he is in a wheelchair." I call it common sense.
