Well they cant in competitions, plus if you know the story of tkd, you know WTF is just a game, ITF is the real thing

i dont know, but this taekwondo should use punches too ... there is no sence in to use only legs

while punches to the body are legal in Olympic Sport TKD they don't earn points.
