They shouldn't have to have parental consent. How many sexually active kids are going to go to their parents and ask for permission to get contraceptives and basically admit that they're having sex? They'll just pass on the whole thing and have unprotected sex.

This was more lack of guidance, not lack of contraceptives- even if it was readily available at school.
